and the fuel level should be 28mm +/- 1mm...I have no idea how you'd go about measuring this though!! :?

we all usually 'guess' it by setting the float height on the bench, it's usually close enough.
The only thing to watch out for is badly dented floats as these sit lower in the fuel... equals higher fuel level.

also 250 floats seem to be bent i a v, so an average of the 'v' should be measured

This is how...
Find an old ugly fuel bowl. Drill hole through bottom. Glue(with that metal repair stuff..?) an aluminum rivet(cut away the pin) with collar inside.
Put a clear vent hose on rivet end, mount the bowl on carb, and fasten the loose end of the vent hose somewhere well above fuel bowl.
Fasten carb horizontally with whatever...
Gently pour fuel into inlet hose/tube. Stop pouring when fuel level stops in hose.. Be sure there's no air bubbles in hose.
Fuel level is measured from center of venturi(bore) to surface of fuel in bowl AND hose... Mine was 27mm here - wich was what I wanted for my S2
