Cosh the carbs with a spanner, the valves might simply be stuck open or have some dirt lodged in them.
Otherwise you might have set the float level too high and the valves are unable to close before the float touches the top of the chamber.
Another possibility (given my experience today) is that you have a sink instead of a float, while you have them in your hand give 'em a shake in case they are full of fuel.. or they might be badly dented which affects the float level.

the bike has been stood ten years, i took them off and cleaned out the carbs and jets, i did not set any float level, i guessed i would have a look at the problem if i got one, all the three carbs are flooding, so then i think all the float levels must be wrong then

which reminds me of the old joke about the mechanic and the customer.Customer asks "what was the problem?". mechanic replies "just shit in your float chamber".Customer replies "how often do i need to do this".

Thanks all...
